How is it determined if Scripture has been "rightly divided" and who makes the decision.
First of all one who comes to God's Word must believe it is God's Word and if it is God's Word it must be held up higher than the word of any man , Church or religion. Do you agree with that? What man alive or dead could say something that would usurp the Authority of God's Word?
We all know to well what happen to those saints in the OT who refused to listen to God's Word. Moses never set foot in the promise land because he didn't do exactly what God told him to do.
Num 20:7 And the LORD spake unto Moses, saying,
Num 20:8 Take the rod, and assemble the congregation, thou, and Aaron thy brother, and speak ye unto the rock before their eyes, that it give forth its water; and thou shalt bring forth to them water out of the rock: so thou shalt give the congregation and their cattle drink.
Num 20:9 And Moses took the rod from before the LORD, as he commanded him.
Num 20:10 And Moses and Aaron gathered the assembly together before the rock, and he said unto them, Hear now, ye rebels; shall we bring you forth water out of this rock?
Num 20:11 And Moses lifted up his hand, and smote the rock with his rod twice: and water came forth abundantly, and the congregation drank, and their cattle.
Num 20:12 And the LORD said unto Moses and Aaron, Because ye believed not in me, to sanctify me in the eyes of the children of Israel, therefore ye shall not bring this assembly into the land which I have given them. So we can see Moses didn't lesten at all to the Lord. What Moses did was to interpret God's Word by using his flesh instead of His Spirit. So before anyone can come unto the true understanding of God's Word they must believe that it is fact the true Word of God. Do you?
